Les réfugiés maliens du camp de Mbera, en Mauritanie, reviennent progressivement dans la région de Tombouctou. Près de 30 000 ont été rapatriés par le Haut Commissariat des Nations unies pour les réfugiés, le HCR. Mais à leur retour, la réinstallation n’est pas facile. Reportage.
A Tombouctou, le Haut Commissariat distribue de l’argent pour les réfugiés rapatriés. La salle de la mairie est pleine à craquer. Une bonne partie des gens ne figurent pas sur les listes ou ont déjà bénéficié d’une aide, mais qu’importe. Ils tentent leur chance.
Sidi Mohammed est revenu en 2015, il s’est réinstallé tant bien que mal : « Tout avait été volé. Notre bétail, le petit moteur que j’utilisais pour les travaux dans les champs. Les points d’eau abandonnés sont inutilisables. Ce n’est vraiment pas évident. »
Le Haut Commissariat aux réfugiés ne peut pas aider tout le monde, l’aide distribuée est modique, pour faciliter le retour. Ahmed Notta est chargé de protection au bureau du HCR de Tombouctou.
« Il y a une assistance individuelle qu’on donne à ces rapatriés, dit-il. C’est un montant de 40 600 francs CFA qu’on donne pour les enfants et un montant de 115 400 pour les adultes. Donc ce montant permet juste au tout début, en tout cas, au moins de s’organiser – l’école, les enfants, acheter un peu de vivres et autres – le temps qu’ils puissent quand même commencer à travailler. »
L’Etat est présent à Tombouctou, les autorités intérimaires ont été installées il y a quelques mois. Mais un membre de ces mêmes autorités l’avoue sans détour : le vrai travail n’a toujours pas commencé.
